History of the Laguna Beach Chamber of Commerce & Civic Association
The Laguna Beach Chamber of Commerce was founded in 1917 with a simple objective: to support local businesses. 90 years later, that simple mission still drives everything we do.
The Chamber's purpose in this community is to serve as the leader in three key areas:
Advocating the interests of local business to government organizations such as the City Council and planning Commission.
Providing cooperative programs such as marketing and public relations to benefit local businesses, which they could not afford individually.
Creating a healthy business environment that contributes to the Laguna Beach quality of life.

We answer hundreds of questions daily, by phone, email and in person from current and potential residents, short and long term visitors, business owners and those planning to locate their businesses in Laguna Beach. People ask about real estate, business referrals, schools, hotels, restaurants, events, beach access, city government laws andregulations, maps, directories, etc.
History of the Chamber
In 1886, the Laguna Beach Wharf and Improvement Company was founded and business leaders served as the decision makers for the community, creating the Laguna Beach Improvement Association, which developed into the Laguna Beach Chamber of Commerce and Civic Association in 1917. Until the city incorporated, the Chamber and its forerunners essentially functioned as a city council. They decided to develop a plan …if the city was ever to amount to more than a dusty road that ended at the ocean.

A public improvement committee was formed and the Chamber asked the Automobile Club to put Laguna Beach on the map. Then, as now, the Chamber was involved with traffic and parking problems. It was recommended that the 250 feet of mud road be paved and oil applied to that dusty road near the hotel and post office and posts placed to prevent congestion of parked cars on busy days. That dusty road is now known as Pacific Coast Highway.
Artist Edgar Payne opened the first art galley in Laguna in 1918, and founded the Laguna Art Association bringing the community fame as an art colony.
Tourism wasn't as important to the early business community as the preservation of the natural beauty. Chamber Minutes, Feb. 16, 1917: Knowing full well that Laguna Beach has become a veritable Mecca for artists and tourists and is famed for the beauty of its scenery: Be it resolved that the Laguna Beach Chamber of Commerce, now in regular session, petition the Board of Engineers of the California State Highway Commission on duty guard, when planning the course of our new coast highway, against marring, defacing, or in any shape or manner destroying, consistent with efficient road construction, the beauty of the now existing shoreline and scenery.
